Founded in 2008 by the U.S. Olympic & Paralympic Committee (USOPC), the National Football League (NFL), Major League Baseball (MLB), and the U.S. Anti-Doping Agency (USADA), the Partnership for Clean Competition (PCC) is a nonprofit, 501(c)(3) organization working to protect the integrity of sport and public health by engaging and supporting the world’s top scientists and innovators in high-quality anti-doping research and development. By combining the resources and expertise of America’s leading sports entities, the PCC supports non-partisan and independent scientific research by making targeted grants to various universities and other world-class research institutions. PCC-supported research contributes to a movement in addressing doping’s root causes and ultimately decreasing the use of performance-enhancing drugs by all participants in all sports at all levels of play.

Summary

The Partnership for Clean Competition (PCC) is a grant making, research focused 501(c)(3) member organization overseen by a Board of Governors comprised of representatives of the founding organizations, the United States Olympic & Paralympic Committee, Major League Baseball, the National Football League and the United States Anti-Doping Agency. The PCC mission is to fund scientific research globally which advances knowledge in the anti-doping sphere, and contributes meaningfully to the protection of clean athletes. In addition to the Board of Governors, the PCC has a standing volunteer Scientific Advisory Board (SAB) made up of internationally respected scientists with experience relevant to issues around anti-doping science and research. Since its founding in 2008, the PCC has awarded over $35 million in funding over 250 projects.

The Head of Research Programs of the Partnership for Clean Competition is responsible for developing, directing and driving organizational strategy and overseeing all daily operations of the organization, including, without limitation, managing the organization’s budget, business development and relationship management, grant administration, and scientific outreach, coordination and communication among and with the Board of Governors and SAB. The PCC currently has additional staff of one person (Manager, Communications and Operations) and support via services from the founding organizations. This position is hosted at the HQ of the US Anti-Doping Agency (USADA) in Colorado Springs, CO. Although PCC operates independently, interaction with the Science and Research team at USADA offers the ability for close scientific guidance and work experience within a national anti-doping organization. To maximize efficiencies, USADA also provides organizational support services to the PCC.

Work Location: Colorado Springs, CO*

Reports to: Board of Governors

Pay Range: $102,000 – $130,000 a year

FLSA: Exempt

FTE: 1.00/40 hours per week

*This position will be based out of Colorado Springs and will be eligible for a flexible work arrangement, which will allow for up to two (2) days each week to be worked remotely, if desired.

  • With assistance from the PCC Board and SAB, develop long-term business development strategy to support the PCC vision, mission and goals as the leading anti-doping research funding organization globally.
  • Work closely with the PCC Board to position the organization for long-term financial sustainability.
  • Identify and develop relationships with potential targets for future funding revenue and grant recipients.
  • Engage with existing Supporters to demonstrate return on investment and lay groundwork for sustainability and capitalizing on growth opportunities in contributions.
  • Create and distribute annual report after Board approval.
  • Update strategic plan as needed.

  • Oversee day-to-day operations of the organization.
  • Maintaining accurate and complete records of past and ongoing projects through a centralized project management system, ensure project accountability and prepare reports.
  • Liaise with the SAB members daily as scientific resources to inform decision making.
  • Develop an annual operational plan and oversee Board-approved annual budget.
  • Manage the Manager of Communications and Operations to develop and execute an annual Communications plan.
  • Monitor progress of PCC relative to organizational goals and objectives and be able to demonstrate organizational impact.
  • Prepare regular updates for the Board of Governors to facilitate dialogue.
  • Coordinate with other anti-doping science funding bodies and maintain effective working relationships to increase effectiveness through synergies, where possible.
  • Serve as co-contact for the PCC for all communications, business functions and inquiries.
  • Manage all outsourced services, including IT, accounting, legal, risk management, application software, in cooperation with USADA.
  • Process all grant disbursements and vendor invoices.
  • Managing all tax, audit and insurance procedures for the organization.
  • Together with the PCC Manager, maintain PCC website and related databases.

  • Together with the Manager, Communications and Operations, develop and execute long-term marketing strategy to build awareness, increase successful grant applications within and beyond the domestic and international anti-doping research community, and attract new supporters.
  • Understand the anti-doping movement within Olympic, Paralympic and professional sport in order to capitalize on new strategic opportunities as they arise.
  • Identify high-impact journals and conferences to promote PCC funding opportunities.
  • Drive creation of press releases, advertisements and digital media; Consult with communications experts, when necessary.
  • Expand PCC’s global cross-industry network of scientists, collaborators, supporters, and media.
  • Attend and present at relevant industry conferences.

  • Coordinate with Scientific Advisory Board (SAB) Chairperson to:
  • Periodically review and manage PCC scientific research priorities together with the Board.
  • Administer the grant application collection and evaluation process.
  • Meet with SAB at a minimum of two times per year to determine funding recommendations.
  • Monitor progress of grant-related research including translational research opportunities that directly improve doping detection and deterrence strategies.
  • Monitor activity and progress of working groups.
  • Create and monitor additional programs, if necessary.
  • Recruit new SAB members, based on vetting through the SAB Chair, as necessary.
  • Encourage SAB members to lead working groups and participate in scientific outreach where possible to leverage their scientific leadership expertise and experience.
  • Develop targeted requests for proposal to address and rapidly advance solutions to key scientific challenges.
  • Review and negotiate award terms and conditions with grant recipients and their research offices; Consult with legal counsel, when necessary.
  • Ensure grant recipient compliance with terms and conditions.
  • Ensure the SAB reflects and operates under best practices of diversity, equity and inclusion.
  • Process all SAB expense reports and grant disbursements.

  • Develop a program to effectively translate research and technology outcomes to routine testing in accredited laboratories and facilitate monetization through commercialization.
  • Identify research and technology transfer revenue sharing opportunities.
  • Identify commercial viability of proven principles established through PCC-funded research.
  • Facilitate R&D and commercialization processes, from proof of concept to market.
  • Oversee and protect related intellectual property, licensing and revenue development.
  • Develop and maintain an innovation and transference advisory network.
  • Serve as collaboration leader, participating in deal structuring, ensuring consistency with organizational mission.
  • Work with legal counsel on contracted solutions.
  • Oversee the professional management of translational assets.
  • Develop supporting business processes and technology to facilitate cross-industry collaboration.
  • Develop an ongoing strategy for managing translational ventures and related developments.

  • Together with the PCC Manager, organize and run at least one PCC Conference every other year.
  • Develop conference program and agenda, in coordination with SAB Chair and Planning Committee.
  • Coordinate conference content and speakers.
  • Oversee sponsorship, marketing and promotions, drive event attendance and revenue.
  • Oversee registration and site logistics, including coordination of event staff.

Requirements:

  • Bachelor’s degree in Business Administration or a relevant scientific field, is required; or equivalent, and applicable experience.
  • Advanced degree in science and/or business and/or law, preferred.

  • Minimum of 3-5 years management or business development experience in the for-profit or not-for profit sectors.
  • Experience managing volunteers; Experience working with scientists and/or researchers, an asset.
  • Event planning experience, a plus.
  • Established network in science, biotechnology, tech transfer, and media, a plus.

  • Strong technology skills, including Microsoft Office; Web editing, virtual operating environment and/or database experience, a plus.
  • Sophisticated verbal and written communication skills.
  • Strong interpersonal communication, facilitation, presentation and team skills.
  • Ability to work and communicate effectively with all levels of management and staff.
  • Ability to assess business situations, develop strategies and implement corresponding plans.
